Limiting
Definition
Limiting carries Open from Flooding toward Receiving as a threshold that had lost discrimination, containment, or refusal regains those functions while contact remains selectively admissible. Constraining, screening, sheltering, or reducing exposure may produce this change, but none defines it. Limiting is not total closure. It restores a meaningful no while preserving a meaningful yes. High input or intense impact alone does not prove Over-Open; the decisive failure is loss of selection, containment, or refusal.
